Pressure Equipment: Art.71 TU 81/08
The periodic verifications on pressurised systems are regulated by Art.71 of the Italian Legislative Decree 81/08 and by the Ministerial Decree 329/04 which defines the methods for commissioning, operating, testing safety accessories, making repairs and modifications to equipment and pressurised systems defined as GVR – Gas, Vapore, Riscaldamento (Gas, Steam, Heating). The employer can consult not only Public Authorities (INAIL- Italian National Institute for Accident Insurance in the Workplace/ASL -Local Public Health Authority), but also qualified Private Subjects
The periodic verifications are intended to protect the health and safety of workers, more specifically ascertaining:
- conformity of the pressurised equipment in terms of methods of installation as specified in the manufacturer’s usage and maintenance manual;
- the state of preservationof the equipment and the maintenance of the safety conditions required;
- the efficiencyof the safety and control devices of the equipment or the pressurised system by conducting operational tests.

WHAT MUST THE EMPLOYER DO?
- VERIFY THE COMMISSIONING: The Italian Ministerial Decree 329/04 requires that after having installed the equipment, the Employer must request that INAIL verify the Commissioning and Start-up, if it should fall under the field of application of the same; in case of equipment already excluded from the verification of the consignment, the Declaration may be completed and filed directly (see point 2).
- DECLARATION OF THE COMMISSIONING: Once the report of the Commissioning Verification has been obtained, the equipment must be declared to INAIL by means of a special section for the issuing of the registration on the CIVA portal (for the Certification and Verification of Systems and Equipment).
- FIRST PERIODIC CONTROL: Once the first period has passed (2 or 3 years, depending on the fluid), request, by means of the CIVA portal, that INAIL conduct the first of the routine controls, entering the name of ECO Certificazioni.
- PERIODIC CONTROLS: Upon passing of the successive deadline, contact ECO Certificazioni directly for routine controls.
